Wayne County Sheriffs Dept Serving Sealed Indictments
According to Wayne County Sheriff Tim Catron the Wayne County Sheriff's Office conducted numerous investigations into the sale of illegal narcotics over the last several months in Wayne County. On September 20, 2016 Wayne County Sheriff’s Office Deputies Adam Dodson and Cody Neal presented these cases to the Wayne County Grand Jury which resulted in 21 individuals being indicted with a total of 48 charges related to the sale of illegal narcotics.

On Wednesday September 28, 2016 Deputies with the Sheriff Office starting serving these sealed indictments warrants. At the end of the day 14 of these individuals were arrested on a total of 36 charges. Also while serving the Indictment Warrants a total of 7 other individuals was arrested on various other Warrants of Arrest on 36 various underlying charges.

The following are the individuals arrested and their charges.

David L. Dixon of Monticello, Ky. was arrested for 5 counts of trafficking in a controlled substance, 1st degree, 1st offense for less than 2 grams of methamphetamine on each count.

Byron R. Taylor of Monticello, Ky. was arrested for 2 counts of trafficking in a controlled substance, 1st degree, 1st offense for greater than or equal to 2 grams of methamphetamine on each count and for 2 counts of persistent felony offender 1.

Clint E. Brummett of Monticello, Ky. was arrested for 1 count of trafficking in a controlled substance, 1st degree, 1st offense for greater than or equal to 2 grams of methamphetamine, 2 counts of trafficking in a control substance, 1st degree, 1st offense for less than 2 grams of methamphetamine on each count and for 3 counts of persistent felony offender II.

Carah W. Bell of Monticello, Ky. was arrested for 2 counts of trafficking in a controlled substance, 1st degree, 1st offense for greater than or equal to 2 grams of methamphetamine on each count.

Carrie Sullivan of Ferguson, Ky. was arrested for 1 count of trafficking in a controlled substance, 1st degree, 1st offense for less than 2 grams of methamphetamine, 1 count of trafficking in a control substance, 1st degree, 1st offense for less than 2 grams of herion and 1 count of persistent felony offender 1.

Dylan R. Owens of Monticello, Ky. was arrested for 1 count of trafficking in a controlled substance, 1st degree, 1st offense for less than 2 grams of methamphetamine and 1 count of persistent felony offender II.
Shawn L. Guffey of Monticello, KY. was arrested for 3 counts of trafficking in a controlled substance, 1st degree, 1st offense for less than 2 grams of methamphetamine on each count.

Justin L. Meredith of Monticello, Ky. was arrested for 1 count of trafficking in a controlled substance, 1st degree, 1st offense for less than 2 grams of methamphetamine and 1 count of persistent felony offender.

Charles A. Green of Monticello, Ky. was arrested for 1 count of trafficking in a controlled substance, 1st degree, 1st offense for less than 2 grams of methamphetamine.

Rachel Pitcock of Monticello, Ky. was arrested for 1 count of trafficking in a controlled substance, 1st degree, 1st offense for greater than or equal to 2 grams of methamphetamine.

Jason W. Fairchild of Monticello, Ky. was arrested for 1 count of trafficking in a controlled substance, 2nd degree, 2nd offense for less than 20 drug unspecified and 1 count of persistent felony offender.

Douglas W. Barnes of Monticello, Ky. was arrested for 1 count of trafficking in a controlled substance, 2nd degree, 2nd offense for less than 20 drug unspecified and 1 count of persistent felony offender.

Frankin D. Barber of Monticello, Ky. was arrested for 1 count of trafficking in a controlled substance, 1st degree, 1st offense for less than 10 drug unspecified.

Roy E. Bridgeman of Monticello, Ky. was arrested for 1 count of trafficking in a controlled substance, 1st degree, 1st offense for greater than or equal to 10 drug unspecified and 1 count of persistent felony offender.

The following are the individuals arrested unrelated to the drug indictment warrants while the indictments were being served.

Peggy S. Burke of Monticello, Ky. was arrested on a Wayne County Circuit Court Warrant of Arrest for Probation Violation on the underlying charges of possession of a controlled substance, 1st degree, 1st offense (opiates), operating a motor vehicle under the influence of alcohol/drugs and 2 traffic violations.

Michael D. Kelley of Monticello, Ky. was arrested on a Wayne County Circuit Court Indictment Warrant of Arrest for wanton endangerment, 1st degree against a Police Officer, criminal mischief, 1st degree, operating a motor vehicle under the influence of alcohol/ drugs (aggravating circumstances), leaving the scene of an accident and 2 traffic violations.

Tamara L. Chalfant of Monticello, Ky. was arrested on a Wayne County District Court Warrant of Arrest for failure to appear for a Pre-Trial
Conference on the underlying charge of criminal trespassing, 2nd degree.

Tyler A. Roberts of Monticello, Ky. was arrested on 2 Wayne County District Court Warrant of Arrest for failure to appear for a Pre-Trial Conference on the underlying charges of 3 counts of Contempt of Court, operating on a suspended or revoked operator’s license and numerous traffic violations.
Roberts was also arrested on a Wayne County District Court and a Pulaski County District Court Warrants of Arrest for non-payment of fines on the underlying charges of non-payment of fines, driving on a driving under the influence suspended operator’s license and numerous traffic violations.
Nellie D. Barnes Hurt was arrested on 2 Wayne County District Court Warrants of arrest for non-payment of fines or show cause on the same underlying charges. Hurt was also arrested on a Clinton County District Court Warrant of Arrest for failure to pay fines on the underlying charge of unlawful transaction with a minor, 3rd degree.

Erik R. Tompkins of Somerset, Ky. was arrested on a Wayne County Circuit Court warrant of Arrest for non-payment of fines or show cause on the underlying charge of theft of identity of another without consent.

Shanna D. Tompkins of Somerset, Ky. was arrested on a Pulaski County District Court Warrant of Arrest for failure to appear for a Bond Revocation Hearing on the underlying charges of numerous traffic violations.

All individuals were lodged in the Wayne County Detention Center with the assistance of Lake Cumberland Drug Task Force Agent Wayne Conn and Monticello Police Department Officer Gordon Stevens. Sheriff Catron was also assisted by Deputies Adam Dodson, Sharkley Stonewall, Travis Bell, Brent Rose, Joe Horne, Ethan Jones, Jerry Coffey and K 9 Fauster.

Sheriff Catron would like to thank Wayne County Attorney Tom Simmons and Commonwealth Attorney Matthew Leveridge for their assistance during these investigations. Sheriff Catron and his staff will continue with the fight against the epidemic of illegal narcotics sale and use in Wayne County each and every day with more arrest expected in the coming days.
